Keith Surtees is one of the UK’s most accomplished policing and security practitioners.
During 38 years of policing and investigative experience, Keith has served some of the UK’s most challenging leadership roles. He rose to the highest levels of national counter-terrorism command, with international investigative pedigree in live combat zones.
As former Head of Investigations for Counter Terrorism Command (SO15) and Deputy Senior National Coordinator for Counter Terrorism, Keith’s responsibilities spanned all regions of the UK. He led key public safety and policing operations, coordinating multiagency responses at the highest levels to protect millions of visitors, during internationally significant events such as the London 2012 Olympic Games and the Diamond Jubilee of the late Queen Elizabeth II. Keith led the original phone-hacking investigation that was followed by the Leveson Public Inquiry and he headed Operation Minstead that captured one of Britain’s most prolific serial offenders. Keith played leadership roles in countering Al Qaeda and Islamic State terrorism against the UK and its partners.
From 2016, Keith was appointed as Chief Investigator for Operation Kenova, which examined the role of the agent ‘Stakenife’ within the Provisional IRA, after which, in 2024, he was made Deputy Commissioner for Investigations in the UK Government’s flagship £250m public inquiry commission examining the legacy of the Northern Ireland Troubles which saw over 3,600 people killed and over 40,000 seriously injured.
Keith has a compelling, commanding and highly successful record across the national security, policing and intelligence sectors, and he was recognised in 2025 with the award of MBE.
